3.11.1 Work Description

a. The scope of work is to provide architect-engineering services for project management support for Government of Japan design documents and related items. Work services to include, but not limited to, the items listed below:

1. Attending technical meetings with NAVFAC /Government of Japan (GOJ) in Hawaii
and researching technical information.

2. Attending technical meetings during FACDs and design workshops and providing
technical review and GOJ responses.

3. Attending policy and technical meetings with GPMO and providing recommendations in respect to GOJ strategy.

4. Possibly attending policy and technical meetings in Washington DC, Guam and
Tokyo, and providing assistance in clarifying leadership's position and strategy to
GOJ.

5. Providing draft responses in support of GOJ request for information/clarifications
during submittal reviews.

6. Creating diagrams to clarify project requirements.

7. Creating and maintaining a data filing system of GOJ requests for information/clarifications, technical submissions, and prior responses provided by
NAVFAC and JGPO. Filing system should also organize responses for similar or
duplicated requests. Filing system must be easily accessible for GPMO.

8. Providing research and recommendations in support of specifications, GOJ list of
material substitutions and to evaluate the technical equivalency against ASTM and
other US standards.

Note:
1. Effort to include communication and coordination with NAVFAC project managers,
project design engineers, A/E design firms, and GOJ team members. Occasional travel
may be required in support of technical data.
2. All coordination/communication with GOJ team members must be under the
supervision of an authorized government representative. Support contractor shall not
send any responses/data directly to GOJ. All information sent to GOJ will be done by
GPMO Acquisition/CI organization.
